EESL Floats Tender to Procure 10,000 Electric Cars

Energy Efficiency Services Limited (EESL) floats India’s second EV tender for procurement of 10,000 electric cars (EVs) including complete system warranty under Faster Adoption & Manufacturing of Electric Vehicle in India of MNRE Govt. of India. The electric cars will be used by government departments and agencies.

Last date for submission of the bid is April 26, 2018. The scope of work includes design, engineering, manufacture, testing, inspection, supply, system warranty & transit insurance and delivery to project site.

EESL notes that successful bidders will also have to provide warranty of the EVs for a six-year period. The battery cycle must be of six years and the electric cars before delivery should meet all the regulatory and statutory norms and obtain all the approvals/NOCs from appropriate Indian Govt. agencies such as M1 type approval requirements by ARAI laboratories. In case the successful bidder(s) fails to comply with these requirements, its order shall be cancelled and shall be blacklisted for at least 3 years by EESL from future tenders. For quality control EESL can visit the manufacturing site or the supply chain for quality inspection   at any time. EESL at its discretion may order the testing of random samples at cost of the E-Car manufacturer. For delay in delivery of the EVs, EESL will charge a 0.5 percent penalty per week on the value of EVs pending delivery. The penalty will have an upper cap of 5 percent of the value of delayed EVs. SECURITY DEPOSIT / CONTRACT PERFORMANCE GUARANTEE

Within twenty-eight (28) days of the receipt of the Notification/Letter of Award (LOA) of Contract from EESL, the bidder(s) shall furnish Security Deposit (SD)/Contract Performance Guarantee (CPG)  in  the form of a Bank Guarantee (BG) of value equaling 10 % of the total Contract value (exclusive of GST (IGST,SGST, CGST, UTGST)). The SD/CPG Bank Guarantee must be valid to cover the delivery duration (1 year & 1 month) + comprehensive extended warranty duration (i.e., 6 years) + three (3) months’ claim period. Thus, the total SD/CPG Bank Guarantee period shall be 7 years and 4 months.

EESL is at the forefront helping India switch to EVs from conventional vehicles. Last year in August it issued India’s first EV tender for procurement of 10,000 EVs.
